Think of it as if it were your family budget:
Your family's income is about $100,000 per year. (pretty good)
But your family spends about $140,000 per year for the things they want.
That means that each year your family adds about $40,000 to their long term debt (like a credit card).
And by the way, your family already owe $700,000 in credit card debt. At the end of the current year, your family will owe $740,000 and at the end of next year your family will owe $780,000 in debt. See the problem?
That is similar to what the US Congress is doing with the country's money and debt.
